It may have been officially killed off earlier this year, but the truth is its been dead for many years. The criteria and metrics can be classified according to its type and time span. Regarding the type, we can either evaluate these campaigns "Quantitatively" or "Qualitatively". Quantitative metrics may include "Sales Volume" and "Revenue Increase/Decrease". While qualitative metrics may include the enhanced "Brand awareness, image and health" as well as the "relationship with the customers".
My favorite tool to spy on my competitors' backlinks is called Monitor Backlinks. It allows you to add your four most important competitors. From then on, you get a weekly report containing all the new links they have earned. Inside the tool, you get more insights about these links and can sort them by their value and other SEO metrics. A useful feature is that all the links my own website already has are highlighted in green, as in the screenshot below. 

I was exactly thinking the same thing what Danny Sullivan had said. If comments (even with nofollow) directly affect the outgoing PR distribution, people will tend to allow less comments (maybe usage of iframes even). Is he right? Maybe, Google should develop a new tag as well something like rel=”commented” to inform spiders about it to give less value and wordpress should be installed default with this attribute 🙂
Cause if I do that, If I write good content, whilst my 100+ competitors link build, article market, forum comment, social bookmark, release viral videos, buy links, I’ll end up the very bottom of the pile, great content or not and really I am just as well taking my chances pulling off every sneaky trick in the book to get my site top because, everyone does it anyway and if I don’t what do have to lose?”
The issue being, this change makes it a bad idea to nofollow ANY internal link as any internal page is bound to have a menu of internal links on it, thus keeping the PR flowing, (as opposed to nofollow making it evaporate). So no matter how useless the page is to search engines, nofollowing it will hurt you. Many many webmasters either use robots.txt or noindex to block useless pages generated by ecommerce or forum applications, if this change applies to those methods as well it’d be really great to know, so we can stop sending a significant amount of weight into the abyss.
Less than 2 years ago one could promote a website within a month with the help of PBN (Private Blog Network). Then Google created “a sandbox” which made a site owner wait no less than 3 months before the effect of PBN backlinks turned to be visible. There are two more negative factors: risk and financial investment. You will realize that neither your wasted time nor money were worth it. That’s why it’s better to rely on proper backlinks from real sites.
Peter made a very good point in all of this, and Michael Martinez did in a backhanded way as well. Talking about a concept related PageRank sounds cool. It doesn’t actually have to be useful or practical, and it usually isn’t; but as long as the impression of something productive is given off, then that can be all that matters in the eyes of those who lack sufficient knowledge.

Although you don't need to know this guide well yourself if you're hiring a professional to do the work for you, it is useful to be familiar with these techniques, so that you can be aware if an SEO wants to use a technique that is not recommended or, worse, strongly discouraged.
