You can confer some of your site's reputation to another site when your site links to it. I think Matt Grenville’s comment is a very valid one. If your site, for whatever reason, can not attract links naturally and all of your competitors are outranking you by employing tactics that might breach Google’s TOS, what other options do you have? As well as this people will now only link to a few, trusted sites (as this has been clarified in your post as being part of Google’s algorithm) and put a limit on linking out to the smaller guys.
I agree that the more facts that you provide and if you were to provide the complete algorithm, people would abuse it but if it were available to everyone, would it not almost force people to implement better site building and navigation policies and white hat seo simply because everyone would have the same tools to work with and an absolute standard to adhere to.

One thing is certain: interlinking sites doesn't help you from a search engine standpoint. The only reason you may want to interlink your sites in the first place might be to provide your visitors with extra resources to visit. In this case, it would probably be okay to provide visitors with a link to another of your websites, but try to keep many instances of linking to the same IP address to a bare minimum. One or two links on a page here and there probably won't hurt you.
A decent article which encourages discussion and healthy debate. Reading some of the comments I see it also highlights some of the misunderstandings some people (including some SEOs) have of Google PageRank. Toolbar PageRank is not the same thing as PageRank. The little green bar (Toolbar PageRank) was never a very accurate metric and told you very little about the value of any particular web page. It may have been officially killed off earlier this year, but the truth is its been dead for many years. Real PageRank on the other hand, is at the core of Google’s algorithm and remains very important.
There’s a lot of frustration being vented in this comments section. It is one thing to be opaque – which Google seems to be masterly at – but quite another to misdirect, which is what No Follow has turned out to be. Offer them a link as a contributor once the survey is complete). Once you have a few hundred responses, you can create a commentary about your findings (Google also puts the data into graphs). If you have enough responses and the information is interesting, get in touch with the same bloggers who helped push it out there to see if they would be happy to share the results. The beauty of this method is that if the results are interesting enough, you might end up getting a link back from a huge news site.

In both versions of my model, I used the total of my initia esitimate to check my math was not doing south. After every iteration, the total Pagerank remains the same. This means that PageRank doesn’t leak! 301 redirects cannot just bleed PageRank, otherwise the algorithm might not remain stable. On a similar note, pages with zero outbound links can’t be “fixed” by dividing by something other than zero. They do need to be fixed, but not by diluing the overall PageRank. I can maybe look at these cases in more depth if there is some demand.
It is interesting to read the article which however as others have commented leaves questions unanswered. The ideal internal page rank flow is clearly down the hierarchy and back up again evidently and no page to page links down the line. If this effect is big enough to have provoked an algorithm change then it must be substantial. Removing those related product links altogether would improve ranking and degrade the user experience of the site which surely is undesirable. I suspect the lesser of two evils was chosen.

Matt, I’ve been a firm believer of the thought that webmasters shouldn’t really bother too much about the calculations that Google would do while spotting external links on a site. Leave that to Google. You write the content and if you find relevant resources, link to it. Why worry over PR ? In case you’re so sure about the linked site to be “kinda spammy” then nofollow it. That’s it.

The goal of SEO is to get a web page high search engine ranking. The better a web page's search engine optimization, the higher a ranking it will achieve in search result listings. (Note that SEO is not the only factor that determines search engine page ranks.) The PageRank formula also contains a damping factor (d) . According to the PageRank theory, there is an imaginary surfer who is randomly clicking on links, and at some point he gets bored and eventually stops clicking. The probability that the person will continue clicking at any step is a damping factor. Thus, this factor is introduced to stop some pages having too much influence. As a result, their total vote is damped down by multiplying it by 0.85 (a generally assumed value).

Unfortunately, SEO is also a slow process. You can make “quick wins” in markets which are ill-established using SEO, but the truth is that the vast majority of useful keyphrases (including long-tail keyphrases) in competitive markets will already have been optimized for. It is likely to take a significant amount of time to get to a useful place in search results for these phrases. In some cases, it may take months or even years of concentrated effort to win the battle for highly competitive keyphrases.
